Shri.Anoop Kumar Rai assumed charge as Director (Marketing) of Navratna Defence PSU Bharat Electronics Limited (BEL) on August 13, 2026, and was appointed as an Additional Director of BEL-THALES Systems Limited with effect from the same date.
Prior to this appointment, he served as Executive Director of CRL-Ghaziabad from 2025, following a distinguished tenure as Chief Scientist. With a prolific career spanning 34 years, he is a visionary leader in defense and niche technologies, renowned for bridging the gap between complex military requirements and indigenous technological breakthroughs.
Pioneer of Autonomous & AI-Driven Warfare
A staunch advocate of Atmanirbhar Bharat, he has revolutionized BEL’s technological landscape by integrating Artificial Intelligence (AI) and unmanned systems into the core of national defense.
He spearheaded the development of “Saksham,” an AI-powered, state-of-the- art Drone Warfare System in collaboration with Army AD. This counter-drone and interception solution utilizes Edge AI for real-time threat detection and autonomous neutralisation, addressing critical operational gaps.
He has been a key driver in the conceptualization of the AI-based Command, Information & Decision Support System (CIDSS). He introduced AI in NMDA, enabling predictive maintenance and automated anomaly detection in real time. His vision for the Space Domain includes leveraging AI for Space Situational Awareness.
Architect of C4I2SR & Strategic Integration
He played a pivotal role in the conceptualization and deployment of advanced technologies in the IACCS Project, a milestone initiative that integrates S-400 and MRSAM systems
His leadership ensured the success of battle-proven solutions like Sanjay (BSS) and Akashteer (ADC&RS), both of which were instrumental in Op Sindoor. Furthermore, he led the indigenization of the NC3I, successfully replacing foreign OEM systems with superior indigenous technology.
His strategic vision extended BEL’s global technology reach through the export of Coastal Surveillance Systems (CSS) to several nations, including the Maldives, Seychelles, and Mauritius.
Civilian Diversification & Digital Transformation
Beyond defense, he has championed diversification into AI-driven civilian infrastructure. Under his guidance, CRL-Ghaziabad developed:
1.India’s first indigenous Air Traffic Management Automation System (Bhubaneswar Airport).
2.KAVACH 4.0: Train Collision Avoidance System for Indian Railways.
3.AI-assisted CIKMS (SURAKSHA) for Indian Railways
4.SIL2-certified Metro Solutions: Pioneering indigenous Automatic Train Supervision for DMRC in collaboration with DMRC
Operational Excellence & Global Footprint
Under his stewardship, CRL achieved the prestigious CMMI Level 5 certification and the first- ever SIL2 Certification in India. He has institutionalized the AI-Enabled 6E Framework (Enquire-Envision-Elaborate-Enable-Execute-Excel) to drive continuous innovation.
Accolades & Recognition
A recipient of the Raksha Mantri’s Excellence Award for innovation and technology, he has also been honored with a Commendation from the Chief of Naval Staff.
His contribution to technology helped BEL Ghaziabad earn the CII Business Exim Award (2022).
As a BEL representative, he received the Urban Infra Business Award for Rail & Metro innovation, and the Governance Now PSU Award (2024) for excellence in R&D.
